Commissions and Advisory Councils (Collectively Advisory Bodies)


The City has three commissions and three advisory councils including the Community Services Commission, the Planning Commission, the Public Safety and Traffic Commission, the Historical Preservation Advisory Council, the Senior Council, and the Youth Council. The commissions and councils are advisory groups to the City Council. The commissions have broad City-wide areas of review, while the councils have more narrowly focused areas of review on specific segments of the community.

La Mirada also has a Community Foundation, which receives donations intended to benefit a wide variety of community services and programs.

Appointment of Commissioners and Advisory Council Members:

Commissioners are appointed by the City Council following a recommendation by a specific Councilmember.  Advisory council members are also appointed by a majority vote of the City Council. City Councilmembers do not serve on advisory bodies.  With the exception of the Planning Commission, which is required by State Law, all La Mirada advisory bodies were established by resolution to provide residents participation in specific areas of concern.

Advisory bodies are responsible for performing studies on municipal issues and rendering opinions and advice to the City Council, as well as developing community goals.

Members serving on Community Services, Planning, and Public Safety and Traffic Commissions receive a $100 stipend for attending meetings.  Attendance is mandatory for payment.

All advisory body members must meet the following requirements:

  • Be a citizen of the United States;
  • Be a resident of the City of La Mirada; and
  • Have taken and filed with the City Clerk, the oath as required by the La Mirada Municipal Code.

In addition to the above listed requirements, the Public Safety and Traffic Commission requires that a member be at least 18 years of age. 

It is the City's practice to allow service on only one advisory body at a time.  Advisory body members are not allowed to serve on more than one commission or advisory council at the same time with the exception of the Foundation President, who serves on the Community Services Commission pursuant to the bylaws.

All Commission monthly meetings are held in the City Council Chambers at 6:30 p.m. and are open to the public. All advisory council meetings are held at the locations and times listed below:

Community Services Commission 

Meetings: First Wednesday of each month, 6:30 p.m.

The Community Services Commission is responsible for developing recommendations to improve the quality of life in the community regarding social, recreational and cultural needs and programs.

Adriana Spirescu

Adriana Spirescu has been a resident for more than 40 years. She is involved with several organizations including La Mirada Kiwanis, the California Public-Safety Radio Association, and the Association of Public-Safety Communications Officials. She previously served as a member of the City’s Historical Preservation Advisory Council.  Adriana graduated from California State Polytechnic University, Pomona where she is part of the Alumni Association. She is happily married to George, her husband of more than 30 years, and they have three children and one grandchild. Adriana has led the AWANA Kids Ministry at Bethel Baptist Church for several years.  She looks forward to continuing to serve the La Mirada community.

Erin Berry

Erin Berry has been a resident of La Mirada for more than 13 years. Ms. Berry serves as an Attendance Clerk at Benton Middle School. Prior to this position, she served as an Attendance Clerk Junior at Dulles Elementary School and a Substitute Secretary for the Norwalk-La Mirada Unified School District. Ms. Berry is involved in the community and has serves as President of the Escalona Elementary School Parent Teacher Association (PTA), Benton Middle School Parent Teacher Student Association (PTSA), President of the Norwalk-La Mirada Council PTA, 33rd District Mentor PTA, Scout Pack 815 Secretary, and Norwalk High School 2nd Vice President PTA. She has also volunteered with Meals on Wheels. Ms. Berry has two teenage children who attend schools in La Mirada.

Daniel Cabrera

Daniel Cabrera has been a La Mirada resident for more than 30 years. He has volunteered as a coach for parks and recreation teams including baseball, soccer, football, and basketball. Daniel also served as the La Mirada High School’s Booster President for Basketball and Soccer teams. Daniel is happily married to Deann for over 27 years, and they have two adult children. Daniel recently retired from the County of Los Angeles Sheriff’s Department.  Daniel enjoys spending time with family, golfing, and music.

Susan has served as a Community Services Commissioner for more than 20 years. She is happily married to Bill for 43 years. They have two adult children, and they are proud grandparents. Susan is retired and enjoys traveling, art, designing jewelry and crocheting.

Cathy Alvarez

Cathy Alvarez has been a resident for more than 35 years. She is involved in several community organizations including La Mirada Kiwanis Club, Norwalk 605 Kiwanis, Norwalk-La Mirada PTA Council, La Mirada Ebell, and the La Mirada Community Foundation. She enjoys volunteering at elementary schools for Read Across America and at a local senior center where she entertains others with music, singing and creating crafts. Cathy is happily with her partner of 19 years and has three adult children, eight grandchildren and five great-grandchildren.

Matthew Wight

Matthew Wight has been a resident of La Mirada since 2010.  He is involved with many aspects of sports in La Mirada.  He is currently the La Mirada Athletic Council President overseeing recreational sports in La Mirada.  He has served as the President of La Mirada Soccer Association and has coached in multiple leagues.  Currently, he is our TOPSoccer coach for the all-abilities team at LMSA.  Matthew graduated from Cal State Fullerton with a bachelor’s degree in economics.  Matthew is self-employed where he designs and manufactures high performance parts for the automotive aftermarket.  He is married to his wife Brandice since 2003, and they have two children, Cynthia and Matthew.

Planning Commission Biographies

Meetings: Third Thursday of each month, 6:30 p.m.

The Planning Commission’s responsibilities and authority are in accordance with the Conservation and Planning laws as related to general law cities, except as may be otherwise authorized by and set forth in specific City Ordinances.

Lee Olsen

Lee Olsen has been a La Mirada resident for more than 25 years. Lee is a part of the Veterans of Foreign Wars, a volunteer member of AARP Tax Aide program, Board Member of the La Mirada Mayor’s Prayer Breakfast and has volunteered as a judge for the City’s Spring Beautification program. He is married to Marlene and has an adult son.

He was a Board Member for the La Mirada Football Booster Club and La Mirada Baseball Association. Michael is a videographer and enjoys filming local high schools sport games. He also enjoys watching baseball and was an umpire for youth baseball. Michael was married to his late wife, Kim. He has three adult sons and three grandchildren.

Donn Cottom

Donn Cottom has been a La Mirada resident for more than 20 years. Donn is a schoolteacher and a member of the National Council of Teachers of English, the International Literacy Association, the Southern California Journalism Education Association, the Knights of Columbus, and the Rotary Club where he volunteers in local community events. Donn has also volunteered in various City events alongside his wife, Melissa, and two sons with La Mirada Scout Troop 438 including Memorial Day events, Father-Son Campout, Salute to Veterans, and Chili Holiday at Splash! He enjoys reading, writing, fishing, surfing, and spending time with his family.

Public Safety and Traffic Commission Biographies

Meetings: Fourth Thursday of each month, 6:30 p.m.

The Public Safety and Traffic Commission studies, makes reports, holds hearings, and makes recommendations to the City Council on matters relating to public safety in the City. Major areas of responsibility include: items of traffic safety as related to traffic and pedestrian control; and adequacy of police, fire, and health services.

Steven Dahl has been a resident of La Mirada for more than 14 years. He has been a sworn police officer for 15 years with prior police service in a non-sworn capacity. In 2021, he received a Life Saving Medal for rendering medical aid to the victim of a motorcycle accident.  He holds a FAA 107 UAS Pilot License and enjoys flying drones personally and professionally. He also enjoys outdoor activities including camping, hiking and fishing. Steven is happily married with three children.

Moses is happily married to his wife Elsa of over 30 years, and they have four children, all who have attended La Mirada schools. Moses is the owner of an RF Interference Company specializing in commercial, public safety and military spectrum radio frequency interference. Previously, Moses owned a firm specializing in telecommunication disaster recovery, private 5G networks and disaster recovery communication vehicles. Moses is an active community member. He is an alumni of Biola University and California State University, Long Beach.

She is a retired elementary school teacher from the Norwalk-La Mirada Unified School District.   Ms. Peters also has a background in law enforcement, and she earned a Master’s Degree in Criminal Justice.  She has been actively involved in the community for many years.  She previously served on the La Mirada Citizens Task Force on City Finances and Operations and was President of La Mirada Ebell.  Ms. Peters has three adult children who remain active in the La Mirada community.  She also has five grandchildren

Albert Maldonado

Albert Maldonado has been a resident of La Mirada for more than 36 years.  Mr. Maldonado retired from the Los Angeles County Sheriff’s Department following a 36-year career.  Early in his career, he served as a Patrol Deputy in La Mirada, and he also served on the Special Assignment Officers (SAO) Team.  He is a member of the Fraternal Order of Police and the Elks.  He also served as a coach and board member for various sports leagues in La Mirada. He is happily married to his wife, Cecilia, of 33 years.  They have four adult children.

The Senior Council consists of 16 members and alternate members, including 4 members selected at-large from the community. The Senior Council reviews issues such as planning senior recreation activities and programs, enhancing senior social services, developing community safety, technology, and mentoring programs, distributing public information, and expanding community events.

The Youth Council consists of 13 primary members (4 at-large, 9 school representatives, and nine alternates all serving one-year terms expiring in October.) The Youth Council works on creating a Youth Master Plan, planning youth recreation activities, expanding programs and facilities, school and campus safety, technology, mentoring programs career enhancement programs, public information social services and community events.
