Redrawing of Election District Boundaries

In compliance with federal and state law, the City is required to update (“redistrict”) the district boundaries every ten years, following the receipt of updated population data from the federal decennial census. District boundaries were required to be adopted by December 15, 2021 in time of the statewide primary in June 2022. 

The City contracted with National Demographics Corporation (NDC) and completed the redistricting process. 

The following criteria was used to guide the establishment of districts for City Council elections:

  • Each City Council district shall contain a nearly equal number of inhabitants.
  • City Council district borders shall be drawn in a manner that complies with the Federal Voting Rights Act.
  • City Council districts shall consist of contiguous territory in as compact form as possible.
  • Council districts shall respect communities of interest as much as possible.  A community of interest is a population that shares common social or economic interests that should be included within a single district for purposes of its effectiveness and fair representation.  Communities of interest do not include relationships with political parties, incumbents or political candidates.
  • Council district borders shall follow visible natural and man-made geographical and topographical features as much as possible.
  • District borders shall respect the previous choices of voters by avoiding the creation of head-to-head contests between Councilmembers previously elected by the voters, insofar as this does not conflict with Federal or State Law.
  • Boundaries shall not be drawn for purposes of favoring or discriminating against a political party.

Pursuant to California Elections Code Section 21607, the district map was adopted by Ordinance No. 721 at the City Council's regular meeting on November 23, 2021.  The City held three public hearings and a workshop before drawing a map and two public hearings after draft maps were drawn.  To increase public participation, information about the required public hearings and workshop was posted on social media, the City’s e-newsletter, via press releases in English, Spanish, and Korean language publications and on the City’s website.
