Residential Rental and Non-Owner-Occupied Permit Program
The Residential Rental Dwelling Maintenance Program is an ordinance requiring landlords to obtain a permit for residential rental units within the City of Raytown.
All rental units are required to pass a basic health and safety inspection every two (2) years to ensure compliance with applicable property maintenance and safety standards.
In Raytown, Missouri, a residential property owner who does not occupy their residential property is specifically defined in the City’s rental regulations as someone who must register under the City’s rental permitting system.
The city ordinance states:
“Any residential property owner who does not occupy their residential property in Raytown” must submit a Residential Rental and Non-Owner Occupied Permit Application.
What that means in practice
If you own a home in Raytown and you are not living in it, the city treats it as a non-owner-occupied residential property, even if:
- It is not actively rented yet
- A family member or friend is staying there
- It is vacant or between tenants

1. Name of Property Owner
The legal owner of the property as shown on Jackson County property records.
- This is the person or entity (LLC, trust, etc.) that owns the home.
2. Name of Property Management Company (if applicable)
Only fill this in if you use a management company to handle the property.
- If you manage it yourself → write “Self-managed” or leave blank if allowed.
3. Local Contact (Required for non-local owners)
A person located in the Kansas City Metropolitan Area (MSA) who:
- Can be reached quickly
- Has authority to make decisions for the property owner (repairs, inspections, emergencies, etc.)
This is required if the owner does not live locally in the KC metro area.
4. Jackson County Property Tax ID
This is the parcel number for your property.
- Found on your Jackson County tax bill or property lookup
- Sometimes called:
- Parcel ID
- Property ID
- Tax account number
You can look it up through Jackson County’s property search.
5. Rental Permit and Inspection Fees
