Levine Act Disclosure Requirement for Parties (and their agent(s)) to a Proceeding
The Levine Act requires anyone involved in certain City of Roseville decisions to disclose campaign contributions they have made to City officials.
Who Must Disclose
You must fill out a Levine Act Disclosure Form if you are:
- A party to a City contract, license, permit, or other approval, or
- An agent representing that party,
and you have given more than $500 in campaign contributions to:
- A City Councilmember, or
- A City officer (like Planning Commissioners or other appointed board/commission members)
within the 12 months before the City makes a decision about your contract or application.
When the Form Must Be Completed
You must submit the Levine Act Disclosure Form when:
- You respond to a Request for Proposals (RFP) or other City solicitation,
- You begin contract negotiations with the City,
- You sign a contract with the City (whichever happens first),
or
- You submit an application for a license, permit, or other entitlement for use.
If Contributions Are Made After You File
You must submit an updated form if:
- You give any new reportable contributions while your contract or application is still under review.
- You need to correct any information on a previously submitted form.
Important Notes
- You are responsible for making sure your information is accurate.
- If you are unsure whether a contribution must be reported, consult your attorney.
- The City cannot provide legal advice on this matter.
- All submitted forms become public records.
