New for the 2024 Grand list:

Under Public Act 22-118 and June Special Session Public Act 24-1, municipal Assessors will value registered/ non-registered motor vehicles differently than in the past.

Effective October 1, 2024, Grand List Assessors will utilize the Manufacturer Suggested Retail Price (MSRP) of your vehicle and apply the statutory depreciation schedule to calculate the depreciated value of your vehicle.

The depreciated value will then be multiplied by the statewide assessment ratio of 70%, producing the assessed value of your vehicle for taxation.

Your vehicle's assessed value will automatically decrease according to the depreciation schedule. For taxation purposes, it will be assessed at no less than $500 at any time.

New Personal Use Exemptions pursuant to Section 12-81 (82) of the CT General Statutes

  • Any snowmobile, all-terrain vehicle, or residential utility trailer, provided such property is exclusively for personal use, is exempt for assessment years commencing on or after October 1, 2024.
  • Any trailer with a gross weight of 7000 will be taxed.
  • Any trailer registered under a business name will also be taxed.

Board of Assessment Appeals pursuant to Section 12-117a of the CT General Statutes:

  • The only grounds for appealing for a taxpayer is if the Assessor did not base the assessment on the vehicle’s MSRP.

For Grand lists 2023 and prior:

The assessment for your motor vehicle comes from the JD Power pricing guide per §12-71d and is then assessed at 70%.

Motor vehicle tax is calculated 10 months in arrears, 2 months ahead. The most current bill you receive is for the year prior.

If you have received a supplemental bill, this is because you registered a vehicle after October 1st.

If a vehicle was REPLACED AFTER 10/01/2024 and the REGISTRATION TRANSFERRED to another vehicle, you don't need to do anything. You will receive automatic credit for this vehicle on a supplemental bill in January 2026.

You are not eligible for a tax credit if you transfer your registration to an immediate family member (mother, father, wife, husband, civil union partner, daughter, son, sister, or brother).  You will be responsible for paying the tax year in full, and the family member will begin paying the following year.

You may be eligible for a tax credit if your vehicle:

  • Was SOLD and the REGISTRATION WAS NOT TRANSFERRED to another vehicle.
  • Was REPOSSESSED, STOLEN, TOTALLY DESTROYED, or JUNKED, and the REGISTRATION WAS NOT TRANSFERRED to another vehicle.
  • You moved OUT OF STATE and registered your vehicle there.

To obtain a credit, you must FURNISH THE CANCELLED PLATE DISPOSITION FROM THE DMV, as the Assessor requires. ALL forms of proof must IDENTIFY THE VEHICLE (year, make, model & VIN) specifically.  If the cancellation of the registration is not in the same month of sale, another form of proof must be submitted to get the credit for the sale month.

The following are some acceptable forms of proof:

  • MANDATORY: plate receipt from the DMV along with any of the following:
  • Bill of sale/lease buy-out letter
  • Insurance cancellation showing year, make, model, VIN, and date of cancellation
  • Receipt from a charitable organization
  • Dated receipt from scrap or junk dealer
  • Statement from the repossession company
  • Insurance company settlement statement
  • Copy of accident or police report
  • Copy of registration in another state
