Ad valorem taxes, more commonly known as property taxes, are levied for the maintenance and operations of the City of Winder. The basis for ad valorem taxation is the fair market value of the property, as determined by the Barrow County Board of Assessors. The tax is levied on the assessed value of the property, which is 40% of the fair market value (unless otherwise specified by law). The amount of tax is determined by the tax millage rate.

The City of Winder's Finance Department is responsible for the billing and collection of property taxes for our City and relies solely on the Barrow County Board of Assessors for tax information that pertains to property owners, fair market and assessed values, and property/billing addresses.
