If you are opening a new restaurant, food facility, or mobile food facility, you will need to submit a plan check application. Existing food facilities that change ownership, remodel, change equipment, or change their menu must also submit plans for review by our Department.
INITIAL PROCESS
- Plan check Application
- Provide plans electronically by emailing - [email protected]. If drop box needed contact YCEH for link.
- Manufacturer cut sheets of proposed and existing equipment indicating National Sanitation Foundation (NSF) approval for commercial use. This includes, but is not limited to, refrigeration, cooking/warming, water heaters, acoustical ceiling tile, etc.

Inspectors have 20 business days to review and approve or reject your plans. Plans and applications that are incomplete will be rejected. When plans are re-submitted, the 20 business day review starts over.
CHANGE OF OWNERSHIP
When a food facility undergoes a change in ownership, YCEH requires that the facility be brought up to current standards of the CalCode prior to issuing a health permit. Please note that permits are non-transferable. The new owner will need to apply for the permit and pay the annual permit fee.
REMODEL OF EXISTING FACILITY
If remodeling is going to be done, or any changes in equipment are being made, plans must be submitted to YCEH for approval prior to beginning work.
