The City of Bettendorf has a long history of flooding due to its location in the watersheds of the Mississippi River, Duck Creek, Crow Creek, and smaller tributaries.

Flood hazard areas are mapped and issued by the Federal Emergency Management Agency (FEMA). The Flood Insurance Rate Map (FIRM) is amended and updated periodically to reflect changes in land use and hydrology.

A floodplain development permit must be obtained prior to any new construction, remodel, major repairs, or excavation to property located within the floodplain. Floodplain permits help reduce flood losses, hazards, and related adverse effects caused by the occupancy of flood hazard areas and the cumulative effect of obstructions in the floodplain.
