Community Development

The Community Development Department guides the City’s growth and physical development through planning, permitting, and construction oversight. The Department includes the Planning Division and the Building & Safety Division, which work together to ensure that development is safe, compliant, and aligned with the community’s vision.

The Planning Division manages land use and long-range planning efforts. This includes maintaining the General Plan and Zoning Ordinance, reviewing development proposals, coordinating environmental review under the California Environmental Quality Act (CEQA), and supporting community planning initiatives. The division works closely with residents, businesses, and developers to guide projects from concept through approval.

The Building & Safety Division oversees the construction process to ensure compliance with building codes and safety standards. This includes reviewing construction plans, issuing permits, conducting inspections, and providing guidance to property owners, contractors, and developers throughout the building process.

The Department also supports the Planning Commission by preparing staff reports, coordinating public hearings, and implementing Commission decisions related to development projects and long-range planning policies.
