ALTERNATIVE ADVANCED ONSITE WASTEWATER TREATMENT SYSTEMS
Passage of California Assembly Bill 885 required local administering agencies (Environmental Health for Yuba County) to develop a monitoring program for engineered onsite wastewater treatment systems (OWTS).
Yuba County Ordinance Code Section 7.07.203 states that every Alternative/Advanced OWTS approved shall be subject to the Operation, Maintenance, and Monitoring Program. Through the program, YCEH ensures that all alternative advanced OWTS are operated and maintained in conformance with these requirements. There are approximately 100 Alternative/Advanced OWTS permitted for use in Yuba County.
Prior to issuance of a permit to construct an Alternative/Advanced OWTS, property owners must sign and submit an acknowledgement that they understand they are applying for an alternative system and that they will be required to apply for an annual operations permit. Additionally, property owners must have a right of entry agreement notarized and recorded at the Yuba County Recorders Office. Yuba County CDSA has several Notary Publics on staff to complete the notarization prior to the property owner having the document recorded. The right of entry agreement gives permission for YCEH representatives to enter the subject property to determine whether or not the Alternative/Advanced OWTS is working properly.
