Individuals residing in Yuba County, specifically within the boundaries of the Cities of Marysville and Wheatland, or in areas where a HUD-assisted or other public assistance project is located, and who are classified as low- to very-low income (with household income below HUD's established income limits). HUD income limits are listed below.

Below are the minimum requirements that contractors and all subcontractors must meet when working on a Section 3 applicable project. These requirements, mandated by federal regulations and County Section 3 policy, emphasize the active participation of contractors and subcontractors in recruiting local employees and contractors. Specifically, Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u), and County Section 3 policy require that, to the greatest extent feasible, employment and contracting opportunities be made available to Section 3 Residents and Section 3 Businesses.
To qualify as a Section 3 business, you must meet at least one of the following criteria:

Be at least 51% owned by Section 3 residents; or

Have Section 3 residents comprise at least 30% of your full-time, permanent staff; or
-
Allocate at least 25% of the total contract value to qualified Section 3 Business Concerns or Section 3 Residents through subcontracts.
Contractor and Subcontractor Responsibilities for Section 3 Compliance
Make a good faith effort, to the greatest extent possible, to hire and train eligible Section 3 area residents when new employees are needed.
Identify the number of positions, categorized by classification or function, necessary to plan and complete the Section 3-covered project, including both management and administrative roles.
Assess how many of these positions are currently filled and identify those not occupied by regular, permanent employees.

Actions for Contractors and Subcontractors to Demonstrate Good Faith Effort
The awarded contractor and all subcontractors on the Section 3 Covered Contract/Project are required to identify any new hire opportunity resulting from obtaining this contract. Prior to receiving the Notice to Proceed, the awarded contractor and all subcontractors shall provide to Yuba County Section 3 Representative a complete employee and contractor roster via email, that list the following data:
- Job Classifications needed to complete the work
- List of current Section 3 employees
- Section 3 workforce requirement (by County RFP or contractor RFP)
- Number of Section 3 employees needed to meet workforce requirement
- If subcontractor:
- Subcontractor contact information
- Professional trade
- Whether the contractor is a Section 3, MBE and/or WBE
- Subcontract award amount
- Documentation of additional efforts to generate economic opportunities pursuant to 24 CFR § 75
- Your plan should outline measurable goals, such as the specific number of individuals to be trained, enrolled in apprenticeship or other programs, mentored, or hired as interns, along with any financial commitments. Examples could include training programs, apprenticeships, mentorship, or internships. If more space is needed, please attach additional pages.
- If applicable, indicate that the firm does not expect to hire any Section 3 workers during the contract. However, if any positions become available, the firm will promptly notify the County Section 3 Representative.
