Tri County Youth Rehabilitation Campus
The Tri-County Youth Rehabilitation Campus consists of the Tri-County Youth Development Center, Maxine Singer Youth Guidance Center and the Secure Youth Resilience Program. Located in Marysville, California we provide services to Yuba, Sutter and Colusa Counties. The concept of regionalizing services works well due to Marysville's close proximity to partner counties.
The Tri-County Youth Development Center is a 32 bed, 24-hour secure detention facility for youth who fall under jurisdiction of Juvenile Court pursuant to Section 602 of the Welfare and Institutions Code, or are pending criminal charges in Adult Court. The building is located at 938 14th Street. The facility design affords each youth a room with restroom facilities. Although a small number of youth are serving court ordered commitments or going through the Adult Court process, the majority of the youth detained in the facility are pending Juvenile Court proceedings.
The Maxine Singer Youth Guidance Center, "Camp Singer", is a 60 bed facility which was opened in 2001. It was developed as an alternative to out of home placements and extended stays at the Youth Development Center. Camp Singer provides a safe environment featuring open dormitory style housing. Our staff provide a safe and culturally sensitive environment where youth receive the attention and support they need to address maladaptive behaviors while achieving their goals.
The Resilience Program is a 16 bed maximum security building in which youth may be housed pre or post disposition for more serious public offenses. Youth may step down in security status from the Resilience Program to the Tri-County Youth Development Center or the Maxine Singer Youth Guidance Center. These decisions are made and approved by a Judge of the Superior Court, and in-line with public safety and the youth's rehabilitative milestones.
Yuba County Probation is the administrative agency responsible for the management and daily operation of the Campus. Juvenile Correctional Officers, medical and behavioral health staff, school teachers, and support staff make every effort to address the social, behavioral, psychological, and emotional needs of the youth. Their shared goal is to provide services which will assist the youth in successfully reintegrating back into the community.
Oversight
Facility oversight is provided by the Tri-County Youth Rehabilitation Oversight Committee. The committee is comprised of the Deputy Chief Probation Officer, two members from the Board of Supervisors from each partner county, each county's Chief Probation Officer and each county's County Administrator. The committee meets at least once each quarter of every fiscal year.
Annually, the youth campus physical facilities, programs and operations are reviewed by the Grand Jury and Juvenile Justice Delinquency and Prevention Committees of the three partner counties, as well as Yuba's Presiding Judge of the Juvenile Court and Chief Probation Officer. Additionally, inspections are conducted by the following Yuba County Agencies: Environmental Health, Office of Education, Public Health and Building Department.
